Combatting Sexual Assault by Men in Power Positions

sexual assault, men in power, police, law enforcement, what to do, GOLDLAW, stop the assault

When it comes to a sexual assault, the onus placed on the victim is significant. Especially when the perpetrator is a male in a position of power. A position of power does not necessarily mean a celebrity, or someone who was often in the news due to their crimes like Jeffrey Epstein or Bill Cosby. In many cases, the individual may be someone as familiar as an older family member or friend. A work “boss”/supervisor. A teacher. And in some cases, a member of law enforcement. Here’s a recent example.

West Palm Beach Police Officer Accused of Sexual Assault, Arrested

Last week, West Palm Beach Police officer James Bush was arrested after a woman accused him of sexually assaulting her while in uniform.

According to reports, Bush, who has been a member of the WPB PD since 2021, faces charges of attempted sexual battery, false imprisonment, obstruction of justice and soliciting prostitution.

The incident took place on Wednesday, July 12, after Bush responded to an emergency call at an apartment complex in the city. An unidentified man called police to help evict his girlfriend, who police have also not identified publicly. According to police spokesperson Michael Jachles, Officer Busch told the man to leave, and then asked the woman if she wanted to “go upstairs and have some fun.”

The victim would later say that Bush grabbed her and led her to a bedroom where he exposed himself and tried to force her to perform a sex act. The victim said Bush offered her “$2,000 to get your own place.”

Victim provides video to document allegations; Officer denies allegations

After the initial confrontation, Bush returned to the home with another police officer after the owner called again to tell police he wanted a restraining order against the woman. She told the second office that Bush sexually assaulted her, and that she had video to prove it.

ccording to Jachles, Bush admitted to some of the “elements of the crimes.” He was arrested by the West Palm Beach Police, and bail was set at $341,000. Bush’s defense attorney Ian Goldstein, said on Monday that Bush “unequivocally denies the allegations. The investigation is ongoing.

The reasons for the rise in sexual assaults committed by males in power are complex and multifaceted. This troubling trend has roots in deeply ingrained societal structures and cultural norms that perpetuate power imbalances and protect those in authority rather than victims. Understanding the reasons behind this rise requires examining the relationships of power dynamics, social attitudes, institutional failures, and the psychological manipulation employed by perpetrators. Here’s a closer look at some of the contributing factors:

Why do Men in Power Get Away with Sexual Assault?

1. Power Dynamics and Abuse: Individuals in positions of power often have control over the victim’s career, personal life, or freedom, making it easier to exploit and manipulate them. The imbalance of power can create an environment where the victim feels coerced or unable to refuse advances.

2. Lack of Accountability: In many cases, those in positions of power are not held accountable for their actions due to institutional protections, fear of retaliation, or social stigmas. This often creates a culture of impunity where perpetrators feel they can act without consequences.

3. Cultural and Social Norms: Societal norms and gender stereotypes often normalize aggressive behavior by men and submissive behavior by women, contributing to an environment where sexual violence is tolerated or minimized.

4. Victim-Blaming: Victims may be blamed for the assault, leading to underreporting. Fear of not being believed or being shut out can prevent victims from coming forward.

5. Psychological Manipulation: Perpetrators in power often use psychological manipulation to control and silence their victims, making it difficult for the victim to recognize the abuse or feel confident in reporting it.

6. Barriers to Reporting: Structural barriers such as lack of supportive reporting mechanisms, inadequate legal protections, and fear of retaliation can deter victims from reporting assaults.

Steps Victims can take to Ensure Safety and Seek Justice

It is crucial for victims of sexual assault to take specific steps to report these crimes and take appropriate actions for several reasons. First, it helps to hold the perpetrator accountable and can prevent them from committing further assaults. Second, reporting also allows for the collection of evidence that is essential for legal proceedings. Third, seeking medical attention and support services provides victims with necessary care and emotional support. Here are the essential steps victims should take:

1. Ensure Immediate Safety: The first step is to ensure personal safety. If the victim is in immediate danger, they should try to get to a safe place, and contact emergency services.

2. Seek Medical Attention: It’s important for victims to seek medical care as soon as possible. Medical professionals can provide necessary care, document injuries, and collect evidence.

3. Document the Incident: Victims should try to document everything they can about the assault. This includes recording details about the incident, saving any relevant messages or communications, and noting any witnesses.

4. Report the Assault: Victims can report the assault to law enforcement. This initiates a formal investigation and can help hold the perpetrator accountable.

5. Seek Legal Advice: Consulting with a law firm that specializes in sexual assault like GOLDLAW can provide victims with information on their rights and legal options. Attorneys can assist with navigating the legal system and pursuing justice.

6. Access Support Services: Many communities have support services for victims of sexual assault, such as hotlines, advocacy centers, and counseling services. For those available in Palm Beach County, check here.
